FAR-REACHING CHANGES NEW YORK. Apl. 11. The Mayor of New York, Mr La Guardia, and Police Commissioner Valentine announced far - reaching changes in the New York City Police Department as the result of the grand jury's action against 50 policemen in Brooklyn, charging them with accepting bribes from a gambling ring doing business to the extent of 100.000.000 dollars a year. Ten out of 16 inspectors commanding the Police Department have been transferred to other posts, and 300 plain clothes men. who were supposed to investigate gambling activities, have been reduced in rank to patrolmen. Their duties are to be taken over by new men who are eligible for promotion to the rank of sergeant.
