BUCK-OUT REGULATIONS
OBSERVANCE IN ST. KILDA MORE CO-OPERATION NEEDED An appeal to residents of the borough for more co-operation in the observance of the black-out regulations was made by the Mayor of St. Kilda (Mr N. D. Anderson) at the fortnightly meeting of the Borough Council last night. “ Some of the people in this borough are completely ignoring the black-out regulations,” Mr Anderson said. “ One two-storey house near the sea-front is a bad case, there being no coverings or blinds over the windows at night. A breach of the regulations, as has been pointed out by the lighting controller for the Dunedin Area (Mr G. T. Edgar), is a very serious matter. Every window facing the sea must be completely blacked out.” Cr W. Rutherford said he was sure the wardens could be relied upon to make sure that the provisions of ’ the, regulations were obeyed. Cr E. Longworth said that the wardens were doing their job. He thought the trouble was a lack of co-operation by the residents. “ I do not think that they are taking the black-out seriously enough,” he said. "All we ask is that they should co-operate. A lot of the breaches arise from carelessness and laxity. If we can impress upon them the seriousness of breaches, we will get results. Night after night we find daring breaches, but the wardens hope these will be speedily eliminated. The wardens have been properly organised, and are trying to educate the people to wha* is required of them.” Cr H. H. Johnson expressed the opinion that there were a nuinber of persons who disregarded the regulations from “pigheadedness,” and os a consequence the neighbours of these people tended to relax their own efforts.
