FOREIGNERS IN AMERICA

REGISTRATION BILL VETOED (Rec 8 p.m.) WASHINGTON, Feb. 9. President Roosevelt vetoed the Bill amending the Act requiring the registration of foreigners disseminating propaganda. The Bill was designed to tighten further the restrictions imposed by the Act. The President indicated that the proposed legislation might in many instances be inappropriate and onerous to representatives of friendly nations, and He recommended that the Bill be adjusted to meet the changed conditions resulting from the United States' entry into the war.
