HOLLAND MEMORANDUM

NEW ZEALAND'S WAR EFFORT SECRET SESSION OF HOUSE (Special) WELLINGTON, Feb. 10. A discussion on the memorandum dealing with the country's war effort prepared by the Leader of the Opposition, Mr S. G. Holland, took place in secret in the House of Representatives to-day. After the formal business at the beginning of the day's sitting, the galleries were cleared and the usual precautions were taken to ensure secrecy. The secret session was continued in the evening. The question of the subjects in the memorandum to be discussed in open session was raised by Mr Holland before the House went into secret session. He said he took it that only the clauses agreed upon between the Prime Minister and himself would be discussed in secret.

Mr Fraser replied that he proposed to indicate as soon as the secret session began the list of subjects which it had been tentatively agreed upon should be taken in secret, but he could not possibly see how members could be restricted. The discussion would probably cover everything, and the House would decide afterwards which subjects could be discussed in open Parliament.

The House continued in secret session all the evening', and rose at 10.30 p.m. The discussion on the memorandum will be continued in secret to-morrow.
