CANADA AND THE SOVIET
STEP TOWARDS RECOGNITION (Rec. 10 p.m.) OTTAWA, Feb. 2. The Prime Minister of Canada, Mr Mackenzie King, told the House of Commons that Canada had opened negotiations in London with Russia for the exchange of diplomatic representatives. This is regarded as a step toward the complete recognition of the Soviet by Canada.
