COMMANDER IN ATLANTIC ADMIRAL TOVEY MENTIONED (Rec. 0.30 a.m.) LONDON, Jan. 5. The Daily Telegraph's naval correspondent says that the appointment of the commander-in-chief of the Home Fleet, Admiral J. C. Tovey, as supreme commander-in-chief of all the Allied naval forces in the North Atlantic is expected shortly.
