LONDON, Dec. 15. yThe Stockholm correspondent of the Daily ■; Telegraph'. says a violent epidemic of spotted, typhus is reported to be raging; in German Ostland (Latvia, Lithuania, and. White Russia), and thousands are already dead. The epidemic is worst inside the area bounded by Vilria, Bis •. Vilna, Bialystok, Brest Litovsk and Minsk—along the main line of retreat of the German central, armies. Residents of Ostland are forbidden to enter Germany.
