AMERICAN ARMY RECRUITS PRESIDENT'S CONCERN WASHINGTON, Oct. 10. Expressing concern over the national unfitness, President Roosevelt disclosed that 1,000,000 men had been rejected as physically or mentally unfit for military service, 900,000 for various physical and mental defects and 100,000 because they lacked the required standard of education. The President said 200,000 unfit men could be completely rehabilitated and made fit for service, ?.nd the remaining 800,000 could be made fit to perform only limited service. .
