OIL CONTROVERSY

MEXICO SEEKS SETTLEMENT (Rec. 1 a.m.) NEW YORK. Oct. 10. The Standard Oil Company has issued a statement that it had inforced the Secretary of State, Mr Cordell Hull, that oil companies cannot assent to the Mexican Government’s proposal for a settlement of the oil controversy because to surrender the properties would involve sacrifice of the principles of international law on whicn the safety of foreign investments against confiscation depends.
