NEUTRALITY ACT
A MOVE FOR REPEAL RESOLUTION IN SENATE WASHINGTON, (Rec. 10 n.m.) Sept. 25. A resolution to repeal the Neutrality Act, which prohibits the arming of American merchantmen and prevents entrance to combat zones, was introduced in the Senate by Senator McKellar. He said that the Neutrality Act was in direct conflict with the freedom of the seas policy and should be repealed outright. Senator R. A. Taft said that repeal would be equivalent to a declaration of war. The Administration is submitting supplementary defence appropriations for 3,000,000,000 dollars to provide huge quantities of tanks and a new type of multiple-purpose gun, which can be employed against stratosphere bombers, reports the United Press of America. The supplementai’y appropriation is necessary, first, because of the valiant Russian resistance and the consequent loss of heavy material; secondly, because a British offensive in the Middle East is likely soon; thirdly, because of the decision to increase the mechanised equipment of the American Army.
