PROMINENT REXIST SHOT CITIZENS HELD AS HOSTAGES LONDON, Sept. 23. A Brussels message says the German military commander has ordered the arrest of 25 citizens as hostages in connection with an incident at Tournai, where unknown persons under cover of darkness shot and killed a prominent Rexist. They also killed two and wounded one German policemen who rushed up to the scene. It was anounced that the hostages will be shot unless the perpetrators surrender or are discovered within 10 days.
