CONTROL OF TRAINING

EXPLANATION BY MINISTER (P.A.) WELLINGTON, Aug. 26. Replying to criticism of the control of training for trades, the Minister of Labour. Mr Webb, in• a. statement tonight; said:- •- . “ The Auxiliary Workers’ Training Emergency Regulations, dated Febru-' ary 19, 1941. places the control of auxiliary training schemes in the hands of the Dominion Auxiliary Workers’ Training Council. The council is carrying out a most important national function efficiently. When the regulations were formulated it was understood that the services of several departments would be necessary to carry out the schemes. The Labour Department has from the outset been responsible- for the administrative work in connection with the auxiliary-workers’ training, schemes, but it is the: function of the Dominion Auxiliary Workers’ Training Council to initiate and. con--trol the various schemes. “The Carpentry Trade- School which is being established -at-Miramar will, as' ixi-the case of other,trades, be controlled- . ; Jjy the Dominion Auxiliary Workers’ Training .' . Council, The scheme, for the training, of carpenters •provides;—(l) For trairiing in technical schools similar to. that adopted in the engineering trade; arid (2) for the training of workers iii conjunction with the Housing Department. The' latter scheme provides for the setting up of Workshops on a site where dwellings are to be erected. The- trainees Will be taught by special instruction in workshop practice, and also on actual construction work. The scheme, which is now being developed, contains no departure from the procedure laid down in the regulations and, like the othdr schemes already initiated, has been planned and organised and will be controlled"by the Dominion Training Cduh.ciL’’,. /•' V V “It may also be mentioned that the Labour Department is already charged with the administration of the Apprentice?’ Act; including the adult apnrenticeship, .scheme, and the awards of the 6t)jmt bf. ItVwill readily be under* stppd that the -.success bf any auxiliary workers’ training scheme depends not only on actual training in the school, but the application of that training to the. industry.
