DISCUSSION ON BILL MEASURE TALKED OUT (0.C.) WELLINGTON, Aug. 13. A motion in accordance with the recommendation ol the Local Bills Committtee that the Wanganui Harbour District and Empowering Amendment Bill should be allowed to proceed was talked out in the House of Representatives to-day, after a stonewall by Opposition members. The whole of the afternoon, apart from the time necessary to deal with formal business, was devoted to the debate on the Bill, which was still proceeding when the House adjourned 3 1 550 The object of the Bill Is to repeal a sub-section of the principal Act, passed in 1913, which states that the rate to be levied on the rateable property in the Wanganui combined district shall be double the rate to be levied on the rateable property in the rest of the district.
