WORLD DOMINATION PAGAN BRUTALITY BONDAGE AND SLAVERY WASHINGTON, (Rec. 2 a.m.) May 28. " Our national policy to-day."' said President Roosevelt, " is as follows: " First, we shall actively resist wherever necessary with all our resources every attempt by Hitler to extend his Nazi domination over the western hemisphere. " Secondly, we shall actively resist him at every attempt to gain control of the seas. - We insist on keeping Hitlerism away from any point in the world which could or would be used as a base for attack against the Americas. " Thirdly, we shall give every possible assistance to Britain and all who with Britain are resisting Hitlerism or its equivalent with force of arms. " Our patrols are helping now to ensure the delivery of needed supplies for Britain. All additional measures necessary to the delivery of the goods will be taken, and all further methods or combination of methods which can or should be utilised are being devised by our military and naval technicians, who with me will work out and put into effect such new additional safeguards as may be needed. Delivery of needed supplies to Britain is imperative. This can and will be done. We must not be defeated by fear of the vsry dangers we are preparing to resist. Our freedom has shown its ability to survive war, but it would never survive surrender. The only thing we have to fear is fear itself." The President said there was a small group of patriotic men whose passion for peace blinded them to realities and they were embarrased by support from Bundists, Fascists, and Communists. "It is no coincidence that the arguments by these enmies of democracy are mere shots from Axis propaganda. I recently set up machinery for civilian defence and it will rapidly organise, locality by locality. It will depend on the organised effort of men and women everywhere. All will have responsibilities to fulfil. The actual production and transportation of the machinery of defence must not be interrupted by disputes between capital and labour. Facilities for conciliation and mediation in industrial disputes have been set up, and they must be used promptly. Collective bargaining will be retained, and the American people expect that the impartial recommendation of our Government services will be followed both by capital and labour. This Government is determined to use all its power to express the will of the people and prevent interference with the production of mate-rials essential to the nation's security. Protection of Liberties

" To-day the world is divided between human slavery and human freedom, between pagan .brutality and Christian ideas. We will not accept a Hitler-dominated world; we will accept only a world consecrated to freedom of speech and expression, freedom of every person to worship God in his own way. We "will not hesitate to take every single measure necessary to maintain our American liberties and our Government will not hesitate to meet the challenge of Hitlerisrn. We reassert the ancient American doctrine of freedom of the seas, and we reEssert the solidarity of 21 American republics and the Dominion of Canada in preservation of the independence of the hemisphere. We have pledged material support to other democracies, and we shall fulfil that pledge. We in the Americas shall decide for ourselves whether, when, or where our American interests are attacked or our security threatened. We are placing armed forces in strategic military positions, and we will not hesitate to use our armed forces to repel an attack. Unlimited National Emergency

" With a profound consciousness of my responsibilities to my countrymen and my country's cause. I have to-night issued a proclamation that an unlimited national emergency exists and requires the strengthening of our defences to the extreme limit of our national power and authority. The nation expects all individuals and groups to play their full parts without stint and without selfishness."

The proclamation, summarised, calls upon loyal States, loyal leaders and officials to co-operate with civilian defence agencies to assure internal security against foreign-directed subversion and put every community in order for maximum productive effort and minimum waste, and unnecessary '■friction. It appeals to all citizens to place the nation's needs first in mind and action, " to the end that we may mobilise" and have ready for instant defensive use all the physical powers, moral strength and material resources of the nation." It enjoins workmen and employers to merge their lesser differences in a larger effort to ensure survival of the only kind of government which recognises the rights of labour and capital.
