PROMOTION OF OFFICERS PROVISION FOR TEMPORARY roaiMissioNS (Per United Press' Association) WELLINGTON. Feb. «. The Naval Defence Act- 1913, mak«s no provision for the appointment or promotion of officers on a temporary basis in New Zealand naval forces, although there is power.in the Act to appoint a person who.has not passed the prescribed examination for promotion; persons so appointed, however, cease fo 'hold office if they fall to pass the examination within 18 months. The Naval Appointments Emergency Regulation. 1941. gaaetted to-night, now gives power to the Governor-General to grant temporary commissions and warrants in the New Zealand: naval forces. Previously' there has been authority to grant temporary commissions in the Royal Naval Reserve only.
