URUGUAY'S POLICY A CHANGE SUGGESTED SUPPORT FOR BRITAIN NEW YORK, Dec. 25. (Received Dec. 26, at 7 p.m.) Many Uruguayans are urging the Government to abandon neutrality and adopt a policy of non-belliger-ency in favour of Britain, says the New York Times. They suggest that the of Montevideo should be opened i for unrestricted use by the South Atlantic Squadron of the British Fleet. Leading Uruguayan newspapers point out that the Graf Spee was destroying commerce, while the Carnarvon Castle was protecting it, yet under Uruguay's observance of neutrality the Carnarvon Castle was given the same treatment as the Graf Spee, which is ridiculous.
