AGREEMENT SIGNED

GERMANY AND RUMANIA ECONOMIC RECONSTRUCTION BERLIN TO PROVIDE CREDITS (United Press Association) (By Electric Telegraph--Copyright) BERLIN, Dec. 4. (Received Dec. 5, at 10 p.m.) Germany and Rumania have signed a 10-year agreement for the economic reconstruction of Rumania, which "has applied to Berlin for support and co,-operation." Germany under the pact grants comprehensive longrterm credits under special conditions, and undertakes to provide the equipment and experts necessary for developing Rumanian agriculture, in addition to the capital needed for draining and irrigation. Germany places technical and financial aid at Rumania's disposal for the development of industry and Rumania will develop and extend its means of communication to the natural markets within the framework of the new European order. Both Governments will ensure that Rumanian products are solds in German markets at fixed prices, independent of any economic crises.

A message from Budapest states that Count Teleki, in the Chamber of Deputies, protested against the recent speeches by General Antonescu and M. Horia Sima about Rumania's claims to Transylvania. " Hungary," he said, " cannot employ the same tone to Rumania because she feels warm friendship for the Axjs Powers, who mad(- the new fr6ntier."
