ENEMY COMMERCE

REGULATIONS FOR RESTRICTION EXPLANATION BY MINISTER . : (Per United Press Association) • WELLINGTON, Aug. 8. Regulations for restricting enemy commerce, which were published today, have the effect of making measures recently announced as having been adopted by the Government in the United Kingdom effective in New Zealand. - The Minister of Customs, Mr W. Nash, said this evening that the general procedure adopted in the United Kingdom, and which would be followed here should occasion arise, was explained in announcements made in the House of Commons a few days ago by Dr „Dalton, Minister of Economic Warfare, and Mr Ronald Cross, Minister of Shipping. • , The existing New Zealand legislation in regard to wartime control of our trade and shipping was considered to provide the necessary machinery to give effect to the recently-announced , schemes, but, the'regulations now made would give additional powers with regard to the seizure of offending ships and uncertificated cargo, wherever loaded. The Minister mentioned that regulations for restricting the commerce of Italy, which were also published here to-day, and which have been effective in the Dominion since June 11, had the effect of applying to Italy the reprisal measures already in operation against Germany Under the Export Prohibition Emergency Regulations, which had been in force since the outbreak of the war, all goods exported from New Zealand were subject . to the requirement of licences The new regulations would; therefore, not involve exporters in any additional formalities.
