IDLE INHABITANTS THOUSANDS IN LONDON ' - LONDON, May 31 “ Are we at war? ” asks The Times in an article which states that a tour of London reveals enormous resources of manpower' standing outside hotels, restaurants, kinemas, theatres and shops. ' « , '■ i" “Many of these thousands of ablebodied men are in uniforms more brilliant and elaborate than that of a general,” adds The Times. “Some are veterans, but more useful work could be found for most of them. “An army of young men staffs s«>res of amusement halls all over London. There seems to be no place for these resorts which are wasting time; and money with pin-tables and gambling machines. “There were at least' seven dogracing meetings in London last night, which drew big crowds, diverting effort and money from more serious business. Many women in the West End are buying luxuries when the State urgently needs the money.” “ Our most urgent measure is to put army discipline Into our bureaucracy,” says the Daily- Mail. “ Civilservants should work at week-ends.. Their daily processions from Whiteball to Pall Mall for a leisurelyluncheon must cease.”
