It is especially encouraging to learn, that the contact which is being established between the two capitals is to be repeated throughout the colonial empires by collaboration between local administrative officials. French and British policy; intelligently coordinated, could profit immeasurably by the new ideas and new angles of approach to which such an association would give rise.”
