AN IMPORTANT MEETING MOSCOW, Oct. 31. (Received Nov. 1, at 0.45 a.m.) The Supreme Council of the Soviet will meet at 5 p.m. (8.5. T.). M. Molotov Is expected to outline the Russian aims in north Europe and reaffirm Russo-German friendship. The Soviet radio launched its first attack on Finland, declaring that industry was disorganised and unemployed were vainly seeking help from an inefficient Government.
