STILL DEBATING
THE AMERICAN SENATE NEUTRALITY MEASURE VOTE EXPECTED NEXT WEEK NEW YORK, Oct. 15. (Received Oct. 16, at 11 p.m.) The Washington correspondent of the New "York Times states that Administration leaders are apprehensive concerning the injection of the safety zone discussion into the debate. Critics see a zone involving influence which will be effective only at the risk of war. The Administration is anxious for little debate thereon pending the belligerents' replies, the official view being that until the belligerents' attitude is known it is impossible to foresee further action by the American Republic. . The correspondent says the Administration leaders are expected to enlist all their reserves of strategy, strength and debate. The form of the drives is not disclosed, but it i« reported that the leaders are ready to invoke any parliamentary weapons short of closure. Democratic members of the Foreign Relations Committee are preparing an amendment to relax the shipping restrictions in the Neutralitv Bill so far as they apply to the Pacific. Senator Barkley predicts that the general debate will be completed on Wednesday, but the Opposition is believed to have mapped its speaking schedule until next Friday. The final vote may be expected next week. PLANE OVER BERLIN MYSTERY CLEARED UP BERLIN, Oct. 15. The official news agency report seems to clear up the mystery of last night's aerial activity over Berlin. It states that a German pilot lost his way and entered the forbidden zone. Clouds prevented the establishment of his identity, therefore anti-aircraft guns opened fire and brought down the plane. The pilot escaped by parachute.
