EUROPEAN REFUGEES FOUR THOUSAND SO FAR CANBERRA, Aug. 23. (Received Aug. 24, at 0.5 a.m.) Nearly 4000 European refugees have already entered Australia under a special plan formulated last year, under which 15,000 will be admitted within three years. German refugees. including Austrians, totalled 3224, and Czechs 464. Italian migrants are also arriving in Australia at the rate of 50 a month.
