RECOGNITION BY EGYPT PRELUDE TO TRADE TALKS LONDON, Aug. 21. The Cairo correspondent of the Associated Press of Great Britain says Cabinet has decided to recognise the Soviet Government. This is regarded as a prelude to Egyptian and Russian trade talks. .
