Mr Ramsay Muir, vice-president of the Liberal Party organisation, speaking at the Liberal summer school, said revision of colonial administration was essential, not to appease Germany, but to prevent endless claims. Britain's administration of the West Indies and other parts of the world was criticised. Possessors of colonies should resign absolute sovereignty to an international authority on condition of absolutely open access to trade and adequate safeguards for the native population. That would give Germany more than a return of her former colonies.
