TRANSFERS OF WORKERS

Governmental policy in Great Britain towards the problem of those districts in which the level of unemployment is above the average has followed two main courses, that of encouraging the bringing of work to places where there are workless and that of bringing the workless to places where there is work. In recent years the former policy has been encouraged rather than the latter, and the number of transfers has fallen, though there was a slight upward trend about the beginning of this year. The numbers oi people transferred under the Industrial Transference scheme were 27,478 in 1938. compared with 38,126 in 1937, while in the first three months

of 1039, transfers amounted to 5634. against 5501 in the same period of 1933 and 10,440 in the first quarter of 1037. in addition to being transferred themselves at the national charge, workers may obtain assistance towards the removal from transference areas of their dependents and household effects, and assistance was given in 4705 such cases in 1938, compared with 8236 in 1937.
