(Received July 21, at 1 a.m.) The Navy Spokesman declared that Russia was taking advantage of Japan’s preoccupation in China and endeavouring to nullify Japanese treaty rights in respect to the northern fisheries; oil and coal concessions in North Sakhalin by means of unreasonable restrictions and inhuman oppression, including interference with food necessary for labourers.

The Spokesman added that public opinion was rising against Russia, and the Japanese navy was watching the situation with grave concern.
