NEW “OBSERVATION POST” LEGATION IN BULGARIA LONDON, July 5. Diplomatic circles in London and Paris believe that Japan is about to open in Bulgaria a new observation post, from which she can survey even more closely the European scene, particularly its Russian aspect. Whitehall is unable to throw any clear light on the subject, but reliable reports from Sofia state that Japan will shortly appoint a Minister to Bulgaria and open a legation in Sofia, staffed by four Japanese officials. It is pointed out that Japan’s omy reason for opening a legation can be that she believes that Sofia provides the most advantageous point from which to watch all major European moves, particularly those affecting the Balkans and Russia, since japan has no political or diplomatic interests in Bulgaria whatsoever. The opinion is also expressed that the move probably follows collaboration with Italy and Germany, ano may be designed to have an added nuisance value for Britain and France.
