A HIGH SEAS FLEET

POSSIBILITY FOR RUSSIA SPECIAL MINISTRY CREATED MOSCOW, Jan. 13. (Received Jan. 13, at 11.35 p.m.) The possibility of Russia constructing a high seas fleet is suggested by the creation of a special Ministry of Shipbuilding under a new plan whereby the Commissariat for Defence and Industries established last year is being split up into four Ministries dealing with aeroplane construction, shipbuilding, and the manufacture of weapons and munitions. It is stated that the original commissariat proved unwieldy.
