ANNUAL VOTE A RECORD FROM THE THRONE OTTAWA, January 12. An intimation .that the annual vote for defence will establish an all-time record for Canada was featured in the Speech from the Throne at the opening of Parliament today, without disclosing the total. A three-man Defence Purchasing Commission is to be established to prevent munitions profiteering. The legislation forecast includes the regulation of grain exchanges, the readjustment of Government aid for grain, growers, unemployment insurance, and a long-range public works programme to relieve unemployment.
