MEDITERRANEAN STATE NATIONALITIES PRINCIPLE RESISTANCE OF OTHER POWERS (United Press Association) (By Electric Telegraph—Copyright) , v ROME. Jan. 5. The newspaper II Telegrafo, the Leghorn daily which often reflects the views of the Foreign Minister, Count Ciano, says the Berlin-Rome plan for the development of Europe has two aims. The negative aim is to keep French and Russian influences away from Central Europe and the Mediterranean, The positive is to create in Europe a Mediterranean State complete and bared on the principle of nationalities, modified by the economic and historical needs of the peace of Europe. . The paper adds that it depends on the degree of resistance offered by other Powers to the Rome-Berlin plan. If it is obstinate, then Europe’s future is indeed gloomy,
