force a crisis among a group of British private banks and close the Bank of England by renouncing £40,000,000 of short-term loans owing by Germany unless Dr Schacht’s refugee plan was supported. The journal adds:—“Mr Norman is likely to try to launch a deal for assisting German export trade, with the ostensible object of helping Jews to emigrate.”
