THE PRESIDENT’S PROPOSAL TOTAL OF THIRTEEN THOUSAND NEW YORK, Dec. 26. (Received Dec. 27, at 11.35 p.m.) The Washington correspondent of the Australian Associated Press states that he learns authoritatively that President Roosevelt’s arms programme, shortly to be introduced in the Congress, provides for an addition of 10,000 planes, making a total of 13,000. He will support the proposal with startling evidence that Germany’s aerial programme threatens to upset completely the world balance of military and political power. It is believed that President Roosevelt’s message to the Congress will state that the security of the nation and its neighbours is threatened by the armed might of aggressive States.
