AMERICAN REPUBLICS DECLARATION TO CONFERENCE (United Press Association) (By Electric Telegraph—Copyright) LIMA, Dec. 13. (Received Dec. 14, at 1 a.m.) The Argentine and Mexican delestations submitted to the PanAmerican conference a joint declaration that 21 American Republics will present a common front against foreign armed aggression or attempts to imnlant undemocratic systems in the western hemisphere. The declaration, which in effect would give a multilateral character to the Monroe Doctrine, is expected to be presented for action at a full conference meeting to-morrow. STIMULATING TRADE LOANS FROM WASHINGTON WASHINGTON, Dec. 13. (Received Dec. 14, at 1 a.m.) Mr Henry Morgenthau (Secretary of the Treasury) disclosed that the treasury, with President Roosevelt's approval, was earnestly studying a co-operative effort with the treasuries of South and Central American countries in an effort to make available adequate exchange facilities and otherwise stimulate trade. He indicated that the programme might include loans, which would require Congressional approval.
