Admiral Oikawa has notified the British, French, and American naval authorities that then warships, which have been bottled up on the Yangtse for 16 months, are now permitted to go to Shanghai for overhaul and replacement. A message from Tokio states that the Imperial Conference has sanctioned a policy of creating new order in the Far East. The Japanese believe that the major fighting has finished. THE HONGKONG BORDER JAPANESE WITHDRAW HONGKONG, Nov. 30. The Japanese have withdrawn from the border and gone to Canton. JEWISH REFUGEES A BAN IN NORTH CHINA TIENTSIN, Nov. 30. The Japanese have prohibited Jewish refugees from Germany and Italy from entering North China owing to economic reasons.
