BELGIUM'S EXPENDITURE ' EXTRAORDINARY BUDGET • BRUSSELS, Nov. 3. M. Spaak declared that all the available forces would be used to defend the Congo. He added that £78,550 of £355,000 in the extraordinary budget would be devoted to colonial defence.
