AREAS GIVEN TO HUNGARY ARBITRATORS' DECISION EFFECT ON COMMUNICATIONS (United Press Association) (Bv Electric Telegraph—Copyright) (Independent Cable Service.) VIENNA, Nov. 3. Under the German-Italian arbitrators' agreement Hungary obtains an area of 4000 square miles with a population of 86,000. The award is regarded as a victory for Hungary and indirectly for Italy, which backed its claims. Germany wanted Czechoslovakia to keep a maxi-- of territory because she now regards it as a German protectorate. The new frontier seriously hinders communications between Slovakia and Ruthenia because the principal railways pass through Kosice and Mukacevo. POLAND'S INTENTIONS INSPIRED PRESS COMMENT LONDON, Nov. 3. The Daily Telegraph's Warsaw correspondent says inspired 'press comment declares that common Polish-Hungarian frontier demands vill be again raised.
