The system of time promotion to the ranks of captain and major is also not appropriate. The normal tenure of territorial army appointments will be reduced in line with the regular army from fouu years to three, bu* to maintain a practice of proved value in the past in the case of the territorial army appointments, extensions will still be permitted.
