The; Note details the provision of gas, giving as an instance that the troops manning Tahukwan were supplied with 1000 cylinders for smoke screens, 100 cylinders of an unnamed lethal gas and between 1000 and 2000 chloride shells. It is authoritatively stated that China demands the application to Japan of Article 17 of the Covenant. If Japan declines discussion, Article 16 would be invoked. Article 17 refers to the'event of a dispute between a State which is a member of the League and one which is not a member, and prescribes an invitation to the latter to accept membership for the purposes of the dispute, failing which Article 16 is applied—to wit, the “ sanctions ” article.
