NATIVE HOUSING

FURTHER DEVELOPMENT CREATION OF SPECIAL FUND BILL INTRODUCED IN HOUSE cFrom Our Parliamentary Reporter) WELLINGTON, Sept. 0. Provisions for the further development of housing schemes for the Maori people are contained in the Native Housing Amendment Bill, which was introduced in the House of Representatives to-day. The Bill, which contains 33 clauses, authorises the establishment of a special Native housing fund and enables land to be set apart for dwellings which may be disposed of either by way of sale or lease. The Bill provides that Crown land may be set apart for Native housing purposes and that the Board of Native Affairs may also acquire land for the same purpose. The board is empowered to carry out all the necessary works and to erect dwellings. The section of the Bill dealing with the disposal of dwellings states that all dwellings erected or acquired by the board may be disposed of by way of sale or lease. The terms and conditions of sales will be determined by the board, which much give its consent before any purchaser can dispose of a dwelling. Restrictions will also be placed on the powers of disposition of I6SSO€S The special Native Lousing fund established under the Bill will consist of £50.000 appropriated by Parliament, as a grant to the Native Trustee for the purpose of housing for indigent Natives, and all other moneys that may be appropriated by Parliament. This fund is being established to enable the board to provide for Natives who, in its opinion, are unable to give the security or makt the payments which the board would normally demand in respect of housing. Various miscellaneous clauses are also included in the Bill, which provides that Maori land broads and the Native Trustee are not entitled to charge commission in respect of housing matters. Agreements under the legislation are to be exempt from stamp duty and Acts done in anticipation of the provisions of the Bill are validated. The Bill was read a first time. -
