EXCHANGE OF PRISONERS FURTHER EFFORT BEING MADE A NEUTRAL COMMISSION (United Press Association) (By Electric Telegraph—Copyright) LONDON. July 20. Attempts to negotiate a large-scale exchange of Spanish prisoners, hitherto frustrated, will shortly be made, when a neutral commission will go to Spain under the leadership of Field-marshal Chetwode and two other commissioners, one each chosen by General Franco and the Spanish Government.
