ACTION IN “CAPITALIST’*
COUNTRIES A MEETING AT MOSCOW MOSCOW. May 4. The plan of action of the Comintern (Communist International) for capitalist countries, as advanced by the Secretary-general of the Soviet Trade Unions (M. Szv/ernik), has been approved by foreign delegates to the meeting of the Comintern. The plan suggests; — 1. A fusion of the Soviet unions with the Amsterdam international trade unions. 2. The executive of such body to be composed of 50 per cent, of Soviet delegates and 50 per cent, from other nations. 3. The fusion to permit the applications of “ sanctions ” against “capitalist” countries, this to be in the form of organising opposition to Governments among waterside workers, sailors and arms workers. 4. Revolutionary action against Governments which the Soviet considers to be dangerous. 5. Immediate assistance to the Spanish Government. M. Szwernik said that the plan v/ould be considered shortly at the session of the General Council of International Trade Unions at Oslo. If rejected, the Soviet trade unions v/ould continue with the plan.
