SEVENTY-ONE YEARS AGO

The Licensing Ordinance, 1865, Amendment Ordinance, 1867, which has been introduced into the Council, comprises four clause.i, the first being the short title. The others are—2. From and after the passing of this Ordinance, it shall not be lawfu. for any Resident Magistrate or Justice oi the Peace, or for any Quarterly Licensing Meeting, to grant any license of the kind designed in the said Licensing Ordinance, 1863, as a Bottle License, anything in the said Ordinance notwithstanding.—3. Sections VI. and XVI, of the said Ordinance, in so far as the same relate to the granting of licenses of the kind designated as Bottle Licenses, but no further or otherwise, shall be and be deemed to be hereby repealed—4. The annual fee which shall be paid for a General License shall be the- sum of L3O. instead of the sum of L2O, as provided in the 7th section of the said Licensing Ordinance, 1865.

The following is the new form of caution given to an accused before committal for trial, as required by the Justice of the Peace Act, 1866: — “ Having heard the evidence, do you wish to sav anything in answer to the charge. You are not obliged to say anything, but whatever you do say will be taken down in writing, and may be given in evidence upon your trial: and you are clearly to understand that you have nothing to hope from any promise of favor, and nothing to fear from any threat which may have been holden out to you to induce you to make any admission or confession of your guilt: but that whatever you may now say may be given in evidence"- against you upon your trial, notwithstanding such promise or threat.”
