The report, that of a sub-committee appointed by the New Zealand Council, dealt with the speed-ing-up of carnivals, and referred to events at the Dominion surf championships of 1937. Mr G. D. Griffiths, secretary of the Canterbury Association, said that the report should have arrived 12 months ago, but he received it only a week back.
