CLOSE CO-OPERATION , MATTERS OF COMMON CONCERN (British Official Wireless) RUGBY, Mar. 3. (Received Mar. 4, at 5.5 p.m.) Mr G. Le Mander (Liberal) asked Mr Chamberlain in the House of Commons whether France had been consulted by Britain and had agreed with thfe view that under existing conditions the collective system of the League could not be considered as operative with regard to Article 16 of the Covenant, and whether France had been consulted and agreed to negotiations between Britain, France, Germany and Italy, and excluding Russia, for a general European settlement. Mr Chamberlain replied: "If Mr Mander will look at the reports of my statements he will find a full expression of my opinion. I do not accept in all respects the interpretation which he places on my remarks. • There is no proposal at present, so far as I am aware, of the kind to which he refers. I need hardly repeat what has been made plain on more than one occasion that Britain intends, as in the past, to remain in close consultation with France in all matters of common concern to the two Governments."
