LAW AND THE COMMON MAN

"Whatever may be about the Grand Jury (recently abolished in England), it had this merit, that as the bench of magistrates and petty jury brought citizens of every class into relation with the law, so the Grand Jurv had as citizens of the country a share in the administration of justice," said Mr Justice du Parcqin opening the Dorchester Assizes. The more I see of the administration of

justice in the country the more 1 am convinced that we owe a great deal to the fact that the law is not to preserve one particular class. I believe the common man in this country trusts the law because the law does not hold itself aloof from him. It is not something which he cannot understand, administered by a small class of people who are supposed to be learned in wnat to him is an incomprehensible mystery. The law is something which is so simple that it can be explained to the layman—the juryman—so that he can understand it."
