PROGRESS OF FILMS BILL THIRD READING CARRIED LONDON, Feb. 24. (Received Feb. 25, at 10 p.m.) The House of Commons passed the third reading of the Films Bill, with the insertion of a clause providing that a quota of film must be made by a person carrying on business in the United Kingdom at a studio within the United Kingdom.
