POLITICAL PRISONERS
PROPOSED RELEASE IN INDIA GOVERNORS WILL NOT AGREE (United Press Association) (By Electric Telegraph—Copyright) CALCUTTA, Feb. 15. The Governments of Bihar and the United Provinces have resigned because the Governors will not agree to the release of political prisoners. A serious constitutional _ crisis is threatened throughput India owihg to the desire of the Congressite Government to release political prisoners. The difficulties thus far are confined to 'the United Provinces and Bihar, but it is probable that the resignations of Ministers in these Provinces may be followed by the resignation of the remaining five Congress Governments. Chandra Bose, president-elect of the Congress Party; says the Bihar Ministry resigned under instructions from the Congress Party’s Working Committee, and other Congressite Governments will certainly resign should the Governors maintain their opposition to the release of political prisoners.
