REORGANISATION FAVOURED BRITAIN AND FRANCE IN MINORITY GENEVA, Jan. 28. (Received Jan. 30, at 6.30 p.m.) It is realised to-day for the first time in the history of the League of Nations that England and France form a minority opinion and the great preponderance of members are in favour of reorganisation, with reform of the Covenant as the first step.
