PARIS, Dec. 27. (Received Dec. 28, at 1 a.m.) Despite the fact that it was Sunday. the French Senate passed the first reading of the Budget. M. Abel Gardey. rapporteur of the Finance Committee, said the estimated surplus v/as £ 520.000.
